Turning on the rear wiper using the steering column switch on my '96 was always a crap shoot as to whether the wiper would actually begin to function as it should. Four winters I have put up with this wishy and not washy garbage. No longer! I did perform all the tests proscribed by the FSM, and the unit passed, BUT the wiper still did not always work. Then I noticed that the little black box (the actual relay switch) on the circuit board was a little loose. Presumably from 16 years of slamming the lift gate. Must have been internal because the factory solders looked solid. I just opted to replace the thing. I checked the factory wiring diagrams and confirmed that our relay is an SPDT.
Inside the relay box is a circuit board with a black box attached to it. This is the actual relay switch. Buy the new one pictured below. Unsolder the old one. Solder in the new one. Put it all back.
