The rear hatch switch on the wife’s 2013 200 series LC is not working....
Where do I start troubleshooting?

I can’t find a fuse on the diagram.

Found a thread that says remove the switch and jump to test the actuator?
 
I don’t hear or feel any click or actuation at all...

Had a similar failure on a 2012 4Runner.

Open the liftgate (upper portion). There is a part that you would press to unlock/open. I don't have a 2013, so I'm not sure how it's secured, but there should be two screws/bolts that hold the switch in. Remove the switch and disconnect it from the wiring. Again, not having a 2103 model, I think your switch will have two wires but it might have three. If it's two wires, use a volt-Ohm meter and test the switch. The resistance should go down when you press and hold the switch. If it's three wires or more, you will have to reference the factory manual as to which wires do what.
 
Removed the switch and jumped the wires, the hatch actuated and unlocks, so the switch must be bad? (There were 3 wires, one does the glass maybe?)
 
I agree with your guess on bad switch. Did you try plugging it back in and see if it still doesn't work (could be dirty contacts if it works again).

It was the switch, easy replacement. Two screws.
