Rear bumper plastic removal help

Can anyone help me as to what to look for on fixing the rear bumper skin over my passenger wheel? It’s not snapping all the way in. I’m sure many of you have pulled off the rear bumper skin for installing bumpers and other things, but I have never pulled mine off. I’m not sure how this came loose, but I just noticed it and it won’t snap back in like the other side (see pictures). Are there some clips in there that might be broken? What’s the best way to get in this and look at it without causing any more damage?

Remove the bolts holding the wheel well liner in that area, and you will get the access you need to see what's going on there.
 
I'd also pull the two clips on the inside of the rear combination light. Also, it's easy to snap the bumper cover tabs by pulling in the wrong direction... I like to run a hand between the bumper cover and the body as close to the top as possible gently pushing up and outward.

Once that part is off, check out the tabs on the bumper cover as well as the molding it clips into. I've had to heat and bend them back into place as well as some DIY plastic welding. Good luck!
 
It looks like it may have just popped out when something hit the wheel well. You might try undoing that 2 bolt there and just press on it and it may just pop back into place.

They pop on and off easily.
