Rear Bins - What Are Those?

I have two umbrellas in the top bin and a blanket jammed into the bottom bin. My jack stuff and a sun shade for the windshield is in the storage pocket on the drivers side.

After 19 years they've lost their elasticity.

I had my back plastic panels off a few weeks ago, and looked at how the elastic “strap” was connected. It’s just some kind of stitch stop. A fellow could find some new elastic at a sewing/fabric supply store, maybe even REI, and replace it pretty easily.

The top bin is for road flares. I read this somewhere but don't remember where, i.e. owner's manual, or some other pub. The bottom is for first aid kit, I believe. I bought this one and it fits it perfectly.
