Anyone know what this plug is meant to go to? Perhaps a non-U.S. option? Located near the wires coming off the neutral safety switch. No matching male plug I can see/find.

Not that it answers your questions, but that plug is on every FJ62 and I have never been able to figure out what it is for, even after exhuastive searching. You certainly aren't missing anything.
I wonder if it's for the optional locking differentials? There's supposed to be an indicator light on the dash that turns on if the differential is locked. U.S. market trucks were pre-wired for headlight washers we never ended up getting. All of the U.S. FJ62 repair, service and advertising materials mention locking differentials, so it wouldn't surprise me if the wiring existed for the indicator light.
