Radiator foam seal

Hi All,
While servicing my 200 by myself I notice that a foam seal that connects the upper part of the radiator to the frame is breaking dry and pealing off.
My questions:
1. What is the essence of this foam?
2. Where can I get one and how to put it in place? Is seems that I connects directly to the radiator plastic head.

Mine has deteriorated to the point that I just pulled it out while changing my oil. Do I need to replace or forget about it. ‘10 with 150k miles. Thanks!
