Bolts, studs & nuts etc for main components like: main and rod bearing caps and heads, should the threads and undersides be clean and dry, or lubricated? Which gives accurate and consistent torque settings?
 
I think every bolt/nut needs anticize or thread locker of some type. More important to me is torqued by thirds in proper sequence.

Chase the holes with a tap, wire wheel the bolts. Use a good torque wrench.
 
ARP spec is to lube the underside of the bolt head… but I’ve never done it (or used ARP bolts much!) I think clean and smooth is what most people do, and as Charlie points out whatever thread treatment you need.

Yes, ARP provides their own lube with their fasteners, but I’m using the OEM factory ones.
 
I lube everything with the relevant oil - under bolt/nut being torqued and lightly on thread. Italians have a name for it - lubetorquing. When retorquing a diesel head after initial run I back each fastener off 2ish turns in correct order, relube under face then final torque
