Question about the 93 4runner fuel tank

After I had repaired the fuel tank, I want to wled in a simple vent line in to the tank and do away with the old venting stuff.
My question is what is function of the little valve or whatever it is
(I mean the one under vent tubing) ? Do I need it?
Also what are the specs on the little bolts that secure the filler nick and fuel pump mounting to the tank?

I'm not sure what "little valve" you mean. A photo would be a huge help.

There should be 3 lines coming off the tank: one is the high pressure line from the pump (should be apparent, the really stiff one with the fittings), then there is the return line from the fuel pressure regulator. The 3rd line is the vent line for the charcoal canister.

I replaced all those screws with stainless bolts on mine, I believe they are M4 thread.
 
Thanks for the response,and this is what I was asking about.
Acually I forgot that I drove the truck with a different tank and the vent line was not even connected , figuring that vent can be eleminated ,I had a piece of tubing welded as you see in the pic and painted the tank.
Also I found some of the old little bolts, now I will look for some ss ones that I can use.
