Just pulled an injector for replacement and it looks like this. Hard to tell if it's oil or some sort of fuel sludge. Should I be concerned?

Did some searching and have a possible conclusion that I gathered from a Cummins site. It is likely just fuel that has leaked past the seats. I can't imagine how it could be oil. So I'm going to proceed unless someone knows better.
