Indeed we can! I was sitting here looking at the pic i took last night and trying to wrap my head around how the frame would not bend out or create stress risers if i cut slits and beat them flat against the new frame and welded. However if i did go flat against the frame i could make the fish plates shorter and they would play nice with the future shock mounts and mitigate some potential tire rub. Another plus of going flat is 3/16s sucks to bend with my medieval level of metal working tools.
Perhaps I'm overthinking it, and should just fire up the welder ans start burning s*** together.
