Good chance the leak will be from the ACSD (Automatic cold start device(
Common source of a leak.
Common internal failure item that can destroy the injection pump.
Commonly removed as a preventative measure.

I just had the fuel injection pump rebuilt for my 1HDT engine. Mine was leaking from the pump body and running down to the same spot shown in your picture.

Common leak is because of a worn o-ring on the shaft of the ACSD. Cheap part, PITA to replace.
Solutions are: Replace the o-ring, replace the ACSD, or delete the ACSD and live without it.

No idea on the gas gauge not working properly. Check the sender in the tank and the wiring to the dash.
