Not exactly Atlanta ...
Kennesaw Mountain has a vehicle parking lot some what close to the summit. The challenge is the road is closed on the weekends, but Marietta, Stone Mountain and Atlanta are very visible from the parking lot so you might be able to position a good picture. Good luck.
