If smog is not an issue, try twin sidedraft carbs (mikuni if you can get one)with a good cam for your 22r or If you want less aggressive try what Kliers suggested. A good 3236 weber carb, headers, and regear will give a little bit of power.

I had a 3.0 in T100, I thought it was great engine. lots of low end power.

But if I had to re-engine a minitruck, I would look for 2L-t diesel. Its a 2.4L turbo diesel. Toyota of course. Similar power to the 22r, but better low end, and waay better economy.

It really all depends on what you are going to do with the truck. I have a friend with a tpi 350 in a 86 extracab mated up to the stock 5 speed. No lift, tacoma alloys and 31's. The truck is all stock with the exception of the motor swap. It is extremely amusing to drive, tons of power. At one time he ran the truck with 35 inch tires (with a 4 inch pro comp and 3 inch body lift) no problem, no regearing. But it has always run a little hot. I had a 91 pickup with a header and exhaust, 33's and 4:88 gears. It went great, got good mileage, and the gearing was plenty low for 4 wheeling. But it had nowhere near the power of the V8. V8 swaps are expensive if done right, and the newer toy motors are good swaps. I absolutely love the 2.7 in my 05. IF you want to do it cheap, i would suggest either a supra motor swap or a newer 2.7. If you want the thing to have serious stones, no toyota motor is going to come close to a healthy 350.
