why when i bolt the oil pump on i cant get the motor to turn over by hand its like it is in some sort of a bind and wont turn over take the pump off and will spin wtf is the problem?

I believe one of the bolts is right on top of the timing chain, if you use the wrong length bolt it sticks into the timing cavity and hits the chain. You have to put the bolts in the proper order.
