OBD Diagnosis help

Hello 1995 HZJ80R

I am trying to figure out what is going on with my cars OBD/ Diagnosis plug

I have the OBD 1 I beleive inside my engine bay on the passenger firewall.
Trying to jump Pins TE1 and E1 to run a Diagnosis by engine light flashes.

The plug in my car is missing alot of the pins I have seen others photos of thr same plug.

I have read there may still be an OBD 2 plug under my dash, there is none that I can find. Nothing in the fusebox under dash at knee height.
These photos are the only other plugs I can find. When I remove the pin cover on this white plug, and turn the ignition on none of the dash lights up at all other than the red battery light.

Any help appreciated

It sounds like you are trying to troubleshoot a diesel engine using a gasoline manual.
I would try to find the correct set of Toyota manuals for your specific vehicle in the resources section.

That "pin cover" you describe is a jumper between the 2 pins on that connector.
 
does your engine bay diagnostic port not have the cap with the pin location map under it?
 
Yes it does have the Map inside the diagnostic plug cap labelling all of the pins but as you can see I only have the 5 of the 20 available.

Yes my car is diesel, so there is no diagnostic process for my engine as there is for a petrol?

What is my Diagnistic port for?
