no power at fuel pump

also, the starter stays running about 10-20 seconds after the key is turned to the off- locked position. could a bad ignition harness cause both these problems. the fuel pump does run when i hot wire it. found the ground wire at the pump retainer to be weak(it broke). when i fixed that, there isnt any power to fuel pump with the key on or when cranking. this is a 86 4 runner without the diagnostic plug by the main fuse box.

Have you jumpered the fuel pump diagnostic terminals?

Are you saying that prior to fixing the ground it had power? That is what your statement seems to say.
 
sorry,no, it didnt have power before hot wiring it. I thought the ground wire may have been the problem as it has happened 3 times in the last year it wouldnt start. but after it sat a while it started up and ran fine until now. i parked it sunday night for about 1hr, and then when i went back out it would't start. in the mean time, i couldn't get power by jumping the Fc and E1 terminals at the AFM. no power with jumping the pump tester plug. also tried jumping the T and E1 terminals at the 'T' connector and the check engine light doesnt come on at all. now, today i noticed the power door windows and heater blower motor didn't work. the back window worked. the fuel pump relay is ok. then i noticed the am2 30amp fuse in the main fuse block was blown, but wasn't before. i changed the fuse and the truck fired right up. then i jumped the T and E1 and turned the ignition on and had 1 blink of the ck engine light. i drove it about 60 miles today and shut it off and restarted it 5 fives with no problems threw out the day.
then i let it sit for 1.5hrs(longest it sat all day) and now it wont start again. the ckeck engine light does not come on at all when i turn the key on. the 30amp am2 fuse is ok right now and the windows and fan work. tomarrow morning i will jump the Fc and E1 at the AFM and see if that is what blows the fuse.
 
i tryed jumping the Fc and E1 at the AFM. that didnt do anything again. the AM2 fuse is still good. the ck engine light doesnt come on at all. the starter continues to run again when i crank even with the key off for about 10-20 sec and then shuts off. could there be a short in the fuel pump itself? i cant think of anything else.
 
The starter continuing to run indicates an issue all to itself.

You mentioned a lot of rust. Have you checked the main ground strap from the battery to the body? When that is rusted really bad, you lose the ground reference on the chassis and voltage floats on the conductors.

It can cause all sorts of problems like blowing fuses, melting wires and starters that continue to engage without being turned on.

Please make SURE you have a very good ground strap on the truck. If it is rusty, go buy another one as they are very cheap.

I have first hand experience in the above i.e. I had a truck that did the same thing in terms of fuses and starters not disengaging.

Always a good insurance plan to run a ground from Battery - to chassis - starter. So, two grounding wires.

Particularly good if you have an auto trans and the starter keeps jumping in park-that is how you melt wires ( :

The hot wire coming off the pump run a new wire from the pump up to the relay! If it starts then install the new wire in the harness and do away with the old wire. Also check the ground wire too.
