What are the numbers?
I understand that the NO numbers and HC numbers are both changed when adjusting the ignition timing. When my 22R had very low HC numbers and just failed the the NO2, I retarded the timing a couple of degrees, while staying within the timing range. It increase the HC (still passing), and lowered the NO to passing. May not work for you, but it worked for me.
