New dumb question

I can not seem to get my heater to turn off ---- Am I missing something or is something screwed up? I have tried everything I can think of and would love it if I was just missing something stupid.

....or do you just need to push the lever inwards:D
 
Fan is off --- I just have hot air coming from the defrost vents --- The only thing I can think of is the lever wont swing all the way over to fresh air, but I am uncertain why that would keep water flowing through the heater core --- I would not care so much but the average temp here is between 85 and 90. I just have that feeling that I am missing something really obvious.

I am guessing that this is the culprit? This also explains the silver pull knob that refuses to budge under any circumstance.

I swapped out that stuff with a couple brand new ball valves from the hardware store. You really only need one, but I wanted to completely isolate the coolant water so I could work on the heaters when I needed to.
