New 80‑series owner here. I just got my first 96 Land Cruiser, and I’ve been wanting an 80 for a long time. The truck is in good condition overall, except for the high RPM at idle. Here’s what I’ve done so far: cleaned the MAF, checked the air intake for cracks, replaced the spark plugs, verified that both O2 sensors appear to be functioning properly, and checked the gas pedal cable. I’m running out of ideas, so I need your tips and suggestions.

Have you verified the throttle plate closes fully at rest? Have you confirmed there are no vacuum leaks and the EGR is functioning properly?
Look at the throttle cable sheathing. If at all cracked replace it. It’s common for the cable to stick inside those.
 
Cleaning the IACV isn't one of two operating tests that you have to make. Check the service manual. I doubt that's the problem, though. A faulty valve usually sticks closed, resulting in a low idle.

Personally, I'd start with the throttle plate (butterfly).
 
Throttle Position Sensor and cleaning IAC valve just took mine from 1400-1500 rpm in park and 1000-1200 in D down to 650-700 in drive. Also replaced a bunch vacuum hoses before, that had little effect though they needed to be done.

lots of good things to check here but vaccum leaks are another common one. still need to know what year to help you better.
