Need help diagnosing crank but no start

I get no response when I put the key into on, accessory, or crank, but when I go back to accessory from crank it lights up the dash.

Unfortunately, when all the lights on the dash flash about 4x a second and I can hear a steady ticking from the driver foot we’ll relay box. If I press the brake pedal (one time door lock) it will short the circuit and all will go dark. Steady crank, but won’t turn over. I was able to jump the fuel pump via OBD 1 and it turned over w a little throttle. I’ve replaced EFI relay and ignition switch. COR tested fine. Any advice would be great!

As this gets repeated a zillion times. With the key in the ON position before trying to start is the CEL - check engine light illuminated? No other lights are relevant. If the CEL is not on the ECU is not receiving power and will never start.

You use the term "turn over" incorrectly. That term means the starter is rotating the engine period. Does not mean ignition happening
You use the term Short. You don't know that so only state observations not conjuncture.

1. Yes, the ECU is getting power, first thing I checked as a competent person. 2. thank you for the first portion of that which was almost close to being helpful. You still managed to understand what I was asking so maybe the issue isn’t my wording…

94 FZJ80, yes to the dash lights flashing (hopefully i fixed the video), battery connection is secure, links all seem fine, no alarm system. I am not great with electrical so I am more so looking for techniques to diagnose.

Flashing dash lamps sound like a power source issue.
You can't diagnose fusible links with your eyeballs. They have a flameproof silicon jacket. A new set is inexpensive and they should be changed with every battery replacement. They can fatigue due to vibration over time and become intermittent.
Replacing the set is cheap and fast and can rule out some low hanging fruit.

Also, what is your battery voltage as read across the terminals with a multimeter before the first start of the day?
