Need advice 2008 LC

Hello all,
I'm trying to decide whether or not to purchase a 2008 LC from a friend. I took it to toyota today for a pre-buy check up and they noted that the area near the driver side boot was damp, signs of leaking. The suggestion is to replace the whole rack and pinion for a whooping $4k. I took it to a Land cruiser specialist in Central Texas who said that it could've been oil or grime that splashed up on it but the rack isn't leaking. I believe him as he has an outstanding reputation. I just wanted to come here for another opinion on the matter. I don't want to buy the LC and then have to pay another 20% of the cost to replace that since it already needs other things. Has anyone experienced this?

Also what part# is the cover to the light cleaner that sprays water on the driver side headlight. This one is missing it. You can see it in pic below.

I'm leaning on purchasing this LC just try to do my due diligence. The sticky threads have been very helpful for my other questions. Thank all of you for your contributions to helping those of us just starting our journey.

Post photos of the parts in question.

There are gurus here who can shed light, but photos always help.

You don’t mention mileage, price or previous repairs done.

Most 2008’s will have had the radiator, starter and water pump replaced by now.

The black opening under the headlight is the part I need help locating.

Ill try and get a camera as close to the rack as possible tomorrow.

Texas truck, no rust. Sounds like a great deal.

Probably will need radiator, water pump and less likely but possibly a starter.

If you can snap a pic of the questionable leak. I've only heard of one or two starring tracks that have gone out, but they were on trucks that had been driven hard with sizable lifts.

Nope no rust. Just need to replace the windshield, tires (which I would do anyway), and some paint and body work around the sides of the front bumper.

It's silver thanks a lot guys. It's 5am and I have to go to work but when I get off I'll have those pics.

minimum bid, try to use it as leverage to get the price adjusted down. I have no opinion on the pricing, trust the guys above.
 
I hope these angles are enough. If I touch it it's a black substance not red. The power steering is still full and it doesn't make any weird noise if you turn.

Have you searched rack and pinion replacement or service? I ask because if I recall correctly it is a thing on the 200, rare but a thing. I think it was a member in Utah or Idaho had an issue, many $$$$.
