NAV WONT POWER OFF - 03 LX 133K MILES

I removed bad Lockset stuck in ACC - Pulled Pos Battery Lead to power off - BUT with no lockset and gently operating Switch with a pair of needle nose to OFF Power is still on... - Switch detents are there but I cant turn power off... ACC Relay stuck or it did;nt like me disconnecting Battery with Power in ACC or _________??

My instrument cluster stayed live, HAVC fans ran, windows worked, radio antenna ran up, alarm would sound if I locked it, DRL's stayed on...it was water getting into the computer behind the passenger kick panel.
Carwash...rain...snowmelt...the water leak was small enough that I couldn't find it until I poured water down the drains. It left no puddles on the floor. No water streaks inside. All was hidden.
