City Racer has leather pumps. The old ones might have rust in the circular spring. Both of my original leather ones were varnished, or shot.

New non-USA 2F carb. Out performs original, rebuilt, '75 smogerator. 15mpg combined cit/ski basin road (10,300'). I tinkered a bunch on the old carb. Too much can't be adjusted on an Aisan, power valve, vac on secondary, slow jets, etc. Not enough altitude to climb to warrant it. My inclination is to stick with the factory settings, or install an aftermarket carb.

Get your baselines for the engine, no vac leaks, good spark, etc, and you probably won't have to mess with the carb other than a basic rebuild.
