More Horn Issues

Hopefully somebody can help me out with this quandary. My horn and flashers quit working so I dived into the cause. Found a burned fuse and replaced it. It immediately burned again. I unplugged the horns and replaced the fuse again. The flashers now work again. I tested the leads at the horns and they are both at 12v without pushing on the steering wheel horn button. Here are my possible thoughts:
1) Contacts in the steering wheel are stuck closed
2) Horn has a dead short blowing the fuse
3) Wiring issue

What am I missing? Are the horns always powered and the ground is what runs to the steering wheel?
I am usually really good at electrical stuff but this has me stumped.

I don't know nuthin' about 70s, but on a 55 or 40 the steering wheel completes the ground for a relay that then sends hot to the horn...
 
Well........ I found the old horn set that came with the truck and swapped them back in. All is now good. My 135 day old Hella horns developed an internal dead short. I know other have had luck with these, perhaps I got a bad set.
