So I just rewired all the melted stuff in my dash after finding what I seem to think is the issue. Everything’s all back together but I have a voltage question. It looks like my meter on the gushes is reading that I’m at or close to 28~ volts at a cold start and fluctuates a volt or 2 occasionally. Is this normal or something that needs to be addressed. It’s a 24v system

First of all those dash gages are notoriously innacurate. Before I got too worried about that voltage I would be measuring the voltage at your battery. In a 12v system the normal battery resting voltage is 12.6V.....running volage is 13-14.4 volts. I imaging then in a 24v system the normal running voltage is 26 to 28.8V?
 
That looks normal.
Measure at the battery posts with a hand held volt meter to see what’s really going on. 28.6V is fine (and normal) for a 24V system that’s charging.
 
I checked both of the batteries and looks like I’m getting 13.6-14.6 on one and 14-15 on the other. This in the okay zone?

15 sounds a little high but both sound like they are about where they should be.
 
Looks like I actually might be needing a new alternator. The battery and filter light flash together occasionally.

Anyone know someone in LA area that rebuilds 24volt alternators or could source one?

I bet these guys can do it.
They do everything alternator.
I got my rebuilt from them (12 V) and it worked better than any alternator I got in the past.

Maybe remove the brown "ring" and have 3 mm extra for the brushes:

These outlast the dynamo said the enigeer, very hard brushes.

easy to charge a bit more, new modern batteries can handle 14.8 v >15
