Mistery switch

Not sure what this switch is, it has 4 positions/detents when you pull it out, no knob for a clue. Early fog lights? Thank's, John

Maybe a headlight switch??( OFF, Headlights/tail lights, Bib lights/tail lights, Tail lights/license plate lamp??) I can't think of anything else with 4 positions. Are you sure its Toyota, it looks a little different than ones i have seen before.
