Just discovered this as a result of a TPMS alert - is it repairable or should I just order a new tire?

Most shops will not repair that type of puncture. There is a risk that the plug will pull out during a turn. You can plug it but there is a risk of failure there.
Probably considered 'sidewall' but my local tire store would boot it from the inside
get a new tire
I'd say depends on what tire (ply rating) he has.
Probably minimum of 6 ply....might be 10 ply, side walls less but that 'nail' (and that's all it is) isn't way down on the sidewall.
I'd have it booted, put it on the rear and run it.
