Major emissions problem!

In my EFI 22re 4Runner I just went to get it emissioned and failed terribly! On the C0 level it's supposed to be max 2.22 and was 7.52! What is causing it? O2 sensor? Leak in exhaust making computer go wild? On a side note my HC is supposed to max at 316 and is 151! Doesn't that mean I'm burining a ton more gas than I should? I don't know how these readings work and what to do to solve them...
 
HC is unburned fuel.
if you have incomplete combustion, exxecive numbers will arise.
Sticking EGR vavle can cause this.
A leaking injector can cause this.

as far as the CO numbers, its waaay out of wack. the catylst converter could have failed.
its supposed to convert carbon monoxide to carbon dioxide.
carbon monoxide is the poisonus one.

the ECU has only three programs, Cold, Warm, and Open loop. open loop is when one or more sensors or conditions are not met and it throws a check engine lite. unless you have a check engine lite on, its going to be hard to diagnos a electic sensor.

i suggest you take it to a qualified emmisons shop and have them smoke (leak) test the intake, exaust and fuel tank. but DO NOT let the shop convince you they can use shop air to perform this test, as it WILL cause a explosion in the fuel tank. They MUST use nitrogen. a non volitile gas.

at that point, if thers a leak, gives you some where to start.
 
Ok the problem with the HC level is not a fail problem, it is a question of if I'm burning too much fuel and getting worse milage. I am burning twice the allowed ammount.

The Cat is new as of just over 2 years ago according to the PO. Could it fail that soon?

The check engine light will occasionally come on for about 30 seconds while driving after a while. Isn't this saying I need an oil change or did Toyota not do that in cars till later years?

I will take it to a shop if I can't get it solved first.
