Thanks. That’s what I do. The problem is that the lx starts rolling down the hill with the brake engages but in neutral. Not good when on the boat ramp.

Yeah, I guess going back to the original question, I recently had my parking brake adjusted by Valley Hybrids and got it back to normal. They may have replaced the shoes as well. The truck (which is on the heavy side) held just fine in Ouray last week. I do have to really crank up the hand brake but it's secure. I had previously asked Stevens Creek Toyota to adjust it but they did nothing since they didn't have enough of an incline to reproduce the problem. You should definitely be able to get the parking brake to hold your truck on an incline.
 
with the disclaimer that I'm not going to pay to replace your transmission if you break it, when you understand how a parking pawl works you'll see it can hold quite a bit of force. Especially when the truck is in low range.. which effectively multiplies the torque it can hold by 2.62. Off-road on a significant incline or boat ramp? I'll be in low range, personally.

But.. toyota isn't going to tell you to trust Park on a slope because some people will interpret that as you can have the thing at a 60* angle and it'll hold.

Like many things, the truth is in the middle.

I would have no problem trusting my transmission in park on a significant slope.. though I do use the hand brake as a backup because safety factors are a good thing when we are talking preventing runaway 6500lb objects.

Either way. A hand brake that doesn't hold a 200 on an incline by itself is most likely not adjusted correctly or maybe needs new shoes and maybe new disks/drums. I suppose rusted cable sheaths could be a problem too, but I'd expect the return springs to struggle if things were rusted up that badly.
