Low RPM at full throttle when trying to climb a hill on my '91

Hi all. I've got a '91 FJ80 with the 3FE and I am trying to troubleshoot my RPM when trying to drive uphill. I've posted on these forums before but I am now on my second '91 FJ80.

Whenever I am trying to drive up a hill, I can only reach about 2500 RPM with the pedal to the floor. Dropping it to "3", it is still 2500 RPM. Then down to "2" is slightly lower at 2200 RPM. Then dropping it to "L", I can easily go over 4000 RPM and I get the throttle response that I was looking for. If I am on Park or Neutral, I can still rev over 4000 RPM. Driving around town on flat ground seems to be normal.

This FJ80 is new to me and I have been working through baselining it with the work I've done listed below:
-OEM Spark Plugs
-OEM Distributor cap and rotor
-new OEM TPS and calibrated according to FSM
-new fuel pump and sock (old pump looked original and the sock looked like an old teabag)
-OEM Fuel Filter

Any ideas on what is limiting my RPM when going uphill? Could someone point me in the right direction in regards to adjusting the throttle & kickdown cables in the FSM? I've got a copy of the FSM but I seem to never find it.

Transmission kickdown cable (called throttle cable) FSM page AT-13.
Keep in mind that the FSM assumes new OEM parts. You may have to SLIGHTLY adjust the kickdown cable to achieve the results you're looking for. Miniscule adjustments make a large difference.

The FSM does not have an adjustment procedure for the accelerator cable. It should be adjusted to cause the throttle plate to JUST touch the WOT endstop with the pedal to the floor. At idle position, there should be some slack in the cable to allow the throttle plate to rest on the idle position endstop.
The throttle plate should move freely throughout its range with no notches or obstructions.

As far as not being able to rev properly, more details are needed.
Have you checked fuel pressure according to the FSM?
Is there a rats nest in the intake blocking air flow?
Is the intake plenum in good shape with no tears or cracks?
Is the AFM working properly according to the FSM?
Is the vacuum system operating properly and is the VSV for the fuel pressure regulator in place and functional?
