Just finished lifting my Cruiser 2 1/2 inches. It leaned to the driver side before and still leans now. I understand that the lift will settle some over time so I'm not planning on doing anything right now. I have no delusions about the lean going away so I've started thinking about the fix. The leveling block is the obvious answer. So, instead of buying one can I make one from a leaf from the old springs?

Yes, or flat steel stock. Toyota installed basically a flat steel plate about 3/8" tall and the width of the spring. It was about 6" long. They put it on the high side.

On my cruiser lean issue, I figured I bought a lift kit and installing something to lower the vehicle it was nutz. I made a longer shackle to raise the low side.
