If it's the hose then you should be able to grab onto it and squeeze it to cause idling problems. Poor fuel ecomony would point to a rich mixture. Causes for this could be a bad fuel regulator. They have been know to cause higher than normal fuel pressure in the rail that is beyond the ECU's ability to regulate down through injector timing.

Personally I think everyone is jumping the gun on the hose deal. I'd do some more investigating first. But replacing it on an older engine isn't thr worst thing you could do.
 
How do you know if the fuel regulator is malfunctioning? What are some other typical issues that result in a rich mixture?
 
I got the parts, but the darn mechanic is busy till friday. Is it easy to change?

I think I can do it.
