Ok thanks all, looks like I have more homework to do again. Many Many thanks for the information. Looks like I am in the Market for some 60 series steering arms and tie rod ends.

No, you keep the 40 series tie rod, and tie rod ends. You just use the 60 series steering arms, and put a bushing in them so that they accept the 40 series tie rod ends.
 
Kurt at CO has them, but they aren't cheap!

this is far better than using the bushing solution and far easier than changing out all your steering linkage to fit FJ60 tie rods (prob more expensive too).
 
I have one Arm that I bought from Kurt and another that I bought from SOR. The one from SOR is just a 60 steering arm with the bushing.

The one on the left is the new unused arm from CO. Super beefy! Both are large knuckle pattern that fit FJ60 knuckles. The one from CO doesn't need a bushing and fits fj40 tierod ends. The one on the right is just a FJ 60 arm with the bushing to adapt it to a fj40 tierod end.

I did forget to mention - the very late 70's, early 80's FJ40's did get large pattern knuckles, so their steering arms (like the one on the left, above) are properly sized for FJ40 Tie Rod Ends, and don't require a bushing.

Kurt is a good source, as is Georg at Valley Hybrids. He's in CA so shipping can be pricey but he has a lot of boneyard cruisers he pulls parts off of. Might be able to find them cheap. He's Orangefj45 here on Mud.
 
If they are not a matched set is that an issue? Again, I have never done this and I do not want to head down the wrong road. I have done too much of that already. Thanks for the help.
