Any advice how to get to it? What size is the bolt?
12mm. I lowered the tail of the trans like 2-4" and still couldn't get it. Eventually I cut the cable end in the trans and pulled the cable through the housing out the front because mine broke at the throttle body.

Then I cut the cable housing behind that bolt and bracket and pulled it out through the engine bay.

Might try to ziptie the new cable to the bracket.

Changed mine without dropping the valve body, but having a flathead and some kind of pick tool, possibly and extra set of hands makes it easier.

I have a 1” body lift and had no issue getting to that bolt. You could loosen your body mounts on that side and lift the body a little.

1" or so would give you the clearance you need to put a socket on it. Also removing the rear heater piping would have likely given me the clearance I needed, seeing as I removed the heater already. Trying to get a small 1/4" socket on there and the piping was exactly in the spot I needed to be.
