Reporting in that this issue is still unresolved. I have "a friend" with techstream and we took a look and didn't see any codes or issues there.

I still haven’t been able to get my FOB to work. Followed all the steps and still no luckReporting in that this issue is still unresolved. I have "a friend" with techstream and we took a look and didn't see any codes or issues there.
Nooooo come back and help me with my stupid fob!! LOLSo I did more digging yesterday; Went through Electric Wiring Diagrams for the immobilizer with a friend and took a look at the maintenance manual as well. After that, we gave a call to a local locksmith who said we could try wiping all but one master key and starting from scratch again. I then called a local Toyota Master Mechanic and consulted him. He thinks that the ECU likely has a bad component inside and would need to be replaced. Apparently, even if you have TechStream, the dealer would need to do this. My buddy said we could buy another ECU and desauter/resauter the security chip from mine into it. However, that is a rodeo I'm honestly not interested in. I have a lot of other things I want to do like bushings and the sunroof (seized) before I even think about doing that haha. This will likely be my last post for many many years. If I have the funds and want in the future, I'll take it to a dealer and have them fix it and then repost here.

I had a locksmith out today and he couldn't get his computer to communicate with my 98 either. Can't get it in programming mode to save my life.i have this issue as well on my 1998. I have 2 keyfobs for the truck, put new batteries in them, and they still dont work. i have tried reprogramming them, but no dice. both keys start the truck just fine . i am guessing its the ECU or wireless receiver, which i dont even know where it is

Only the later 100s can do it through the OBDII port.
Why I had to send mine in. 99% of the locksmiths out there cant do this and think its just through the OBD port.
