The guy wants 4500 but it’s open to offer said it was out-of-state vehicle but now is California plated is this too much or is it gonna be weak and not worth it?

I paid I think $4500-$5000 for mine from the original owner with a lot more rust than that and got 8.5 loving years with that beast. She treated me well, but was well maintained before and came with a stack of records to prove it. I sold it recently for $2500 I think I won over all 
I'd look at it in person first, could be a money pit. If you're not familiar with cruisers, take it to a shop to get it checked out. Just to baseline this thing will cost you at least $1500+, then whatever else needs attention and it could be a lot more.

the fuel tank skid is usually the first to go from rust and it looks surprisingly good on that one, so Id say go for it
If you’re not familiar with these or not from the rust belt, 2 key places for body issues to check for: under the bumper cover on the rear quarters and behind those steps. The 2 most common places to rot without being seen. Unfortunately by the time you see em, it’s usually too late.
