Installing Slee SliderSteps -10mm thick flat washers used?

Getting ready to install Slee SliderSteps on my '96. They come with (4) 10mm flat washers but the instructions don't specify where they are used. The washers are also in the parts list. Where do they go?

The go on the bolts that attach the under side cat bracket to the frame. 8mm bolts, then thick washer, then smaller thin washer, lock washer nut.
