Yes it the FPR up's the fuel pressure when the motor is hot to keep the fuel as a liquid and not a gas in the fuel rail. It helps with hot starts.

Don't get scared, 22re are about the easiest thing to work on and they hardly ever fail. It's a solid motor and if you need to work on it, it not a hard endeavor.
 
Looks to me to be a fair price for the truck. I don't "see" anything that should scare you off.
 
It doesn't look like too bad of a truck. Like @snobdds said, the 22re is a pretty simple motor to work on - that being said, the 88 and later have some differences than the pre 88 22re's. One of them is that they have a flat intake plenum - which this one appears to not have. Not that big of a deal though.

$3500 seems high to me, but it's been a while since I've bought a running mini.
