Increased idle issue

I have an F145 engine with a Weber carb. I've noticed that when I pull up to a stop sign/light, push in the clutch, the engine starts to rev. I tap the throttle to give it a little gas, and it returns to a normal idle. It's super annoying.

I checked the linkage, and it seems smooth. If not the linkage, what could it be?
 
Stronger return spring might fix it. Perhaps bushing in linkages and the carb are corroded, spray everything with carb cleaner. Then put some good oil on them - sewing machine resists gumming up.
 
Oddly I do not have a return spring?
