Idling wrong

I have an 87 4runner with a 22re and a 5speed. When I come to a stop my engine begins to lug, almost like it's trying to catch it's breath then revs back to normal...the lugs only last a second or 2 and it i just barely rest my foot on the gas they do not happen at all. I'm thinking my fuel filter may need replacing or the egr valve...anyone have any ideas/opinions?

Try letting off the brakes, instead of pressing the gas. If it's only happening when you hit the brakes then you need to turn your idle down. Yes, down.

It does it when it's just sitting...not on brakes or gas...just kind of lugs.

Have you checked for vacuum leaks?

Thanks for the help guys. Turns out it was a issue with the engine grounding. We cleaned up the wiring and it seems to be much better.
