ID this engine bolt (1 Viewer)

Sent the Block and the head to the Machine Shop fairly stripped, though the timing cover was never taken off when I gave it to them. I got it back in more pieces then when I had given it to them, I figured mostly everything out except for this Bolt (and nylon washer).
It doesn't fit anywhere on the head, but it is the same size as the bellhousing bolts, motor mounts, and knock sensors... Obviously it isn't any of these. The only other hole on the block or the head this fits in is right here under the timing cover. Is this where it goes? What is its purpose?

Actually I know it's not that hole, that hole is for the timing chain tensioner. Still trying to find out where that short bolt goes

Ok, last one. I'm fairly certain this doesn't actually belong to the cruiser, I think it's just one the shop used to hook their chain around to move the block around. Anybody disagree? 14mm
