How to upload Avatars? (1 Viewer)

I am having a heck of a time figuring where to upload an avatar - I have been all through the profile customization, can't find it.
Can someone lend me a hand?

did you read the info you got when you registered that mentioned you can't upload avatars until you reach 10 posts??
