how to adjust tps on a 96?

I have a hardcopy and the digital copy. I tend to print the pages I need for the project. I’m working on and take them to the garage so I don’t get my book all greasy.
 
i use my snap on scanner to adjust tps . it shows TPS% under all loads. with that said I ohmed it out 1st to make sure I was getting a accurate reading.. Ever since I started doing this I have been shocked on how many tps I have found way out of adjustment
 
I am getting a crazy surge from 650 rpm’s to 3,200 and then up and down quickly. I am assuming it’s either TPS, VAF/AFM (I’m actually working on a 94) or have unmetered air cooling in from some where. I could not get any ohm readings when measuring on the throttle cable side of the throttle body, but was able to apply vacuum using my mouth on the TPS side of the throttle body and got the TPS set to the edge of deflection and then it ohmed correctly also on the TPS side when using the feeler gauge. I reinstalled and it went a lot longer at normal idle when reinstalled but eventually started the surging again. I am going to test out the AFM/VAF using the FSM this morning, and also got a smoke machine to test for unmetered air to eliminate those as possible issues. If not I probably did something wrong on the TPS since I did all feeler measurements on the TPS side of the throttle body.
