How do you remove this lever?

Okay, i just can't quite figure this one out and I'm afraid to exert force. But how do you remove the vacuum shift cable from the dash?

It looks like the chrome threaded flanged piece should unscrew but I can't get it to break loose so I want to make sure I'm not missing something.

Yes, there's a pin that slider back and forth and attacheds to linkage between the hi/low selector. How do you remove the pin. I have all the linkage removed but can't see anything else that would be obvious.

The pin rides in a grooved area of the whole bracket. It appears to be the key to life here.
