Hot Start Issue

I can cold start my 40 the first drive with no issues. I pump the gas three times, pull the choke and she's up and running. When I have driven her for a while and then stop her to go into a store or for lunch and come back out to start her back up, she will not start. She cranks over, but unless I hold down the gas pedal when cranking the key over she will not start. Is she flooding somehow or maybe an air lock issue? Anyone else have this problem? I have a 1982 with a 2F, cali smogged with carb.

No flood-just the reverse-no fuel in the carb bowl-all boiled out from the heat from that mass of cast iron exhaust manifold--previous posts are spot on-chk the cooling fan and controls--permanent fix is a good set of headers(while you are there, increase the exhaust to 2-1/2" pipe)
 
I believe the issue is with my carb cooling fan. Thanks for pointing me in the right direction. It does not seem to come on after turning off the ignition. I had no idea this existed. I know i need to test voltage before i pull anything out. Not sure if there is a controller or any fuses to troubleshoot. I have been researching on here and I see it is a common issue with is not working. Ill need to test things power etc.
I am very new the fj40 coming from a 76 Bronco..
While looking over the carb cooling fan I found a disconnected plug. I do not believe it is part of the wiring for the carb cooling fan, but wanted to ask if anyone knew where it plugged into?
