Looks like my GM Gov-Lock.
I've been running mine around 10 years with some intermediate wheeling on 33's, and it has held up fine so far (knock knock)
Apparently others have not been so fortunate.

I was going to say it looks like an old Gov-Lock. Or "Gov-Bomb" as some say.
