That diagram matches what I have in my 1999 and what I encountered back in 2008 when I had to deal with this - and it sort of solved itself...
Sorry I can't be of any greater help here. Wiring is different (and it also looks totally different from what I can recall).
 
Had to drill/cut the fu**er out.
Here it is, anyway for future references. Part no 499300-2080.

Will buy a replacement as I do not know if I can find any troubleshooting instructions for measuring this bastard.

Ouch, totally different part. Glad you got it out.
Can you open it up and physically inspect it and look for cold solders, or mechanical failures?
 
Measured it as good as I could. Signal from AC Amp/controller (SI) seem OK (between HI=0.22 and LO=3.68V), guess that is OK then.
Voltage between my terminal "VM" and body reads LO=1V, M1=1.2V, M2=1.4V, HI=0V. I suspect this to be the error, as this should be the feed to the motor.

Getting a used piece from ebay, I'll keep you posted on any progress.

BTW, opened the case, and there is a IC circuit board in there. Looks clean and nice.
Something sticky, jelly-like all over the board though. Guess its moist protection and should be like that. Pic attached.

Finally working.
I got the second hand controller from ebay, but didn't solve it.
Frustrated started to follow the other brown Webasto lead, into a relay located inside the engine compartment. Connectors were all oxidated with broken plastic casing. Brushed it and oiled it and it works perfectly fine.
Poor aftermarket placement I would say, cannot stand the environment as OEM stuff do.

Should've followed the advise of looking for this second relay first thing.

ISTR that a lot of these problems were caused by the connectors on the back D pillar, drivers side? The cabin vents leak water down onto the harness connectors back there, and cause resistance and ground probs..
I have had some issues w that already and believe this is my problem. What is a solution. Thanks
