Headlight issues FJ62 (1 Viewer)

When I turn on the headlights, it goes straight to high beams when it should be just low beams. When I flip to high beams, it stays in high beams and the high beam indicator comes on as it should. Any thoughts on where to begin to trace this problem? Thanks for the help!

I'd probably start with the switch in the steering column
