I've been navigating the burocracia here in Ecuador, trying to transfer my 40 into my name and pass inspection. It is quite an adventure because their job seems to be to find a way to reject you, so you have to pay more and come back later. My final hurdle is my hand Brake. If you pull it and hold it, the brakes work, but as soon as you let go, the handle partially retracts and it no longer holds. It seems that the detent, or claw, or whatever is supposed to hold is worn out or missing, or...hopefully loose and out of adjustment. Anyone tell me how this works before I start wrenching?

The shoe adjustment is at the drum on the back of the tcase.
 
Take it off, take it apart and make a new pawl or spring. I think you will need to drill it apart and rivet it back together.
