Gas tank skid plate attached how?

Starting the tank restoration. Assuming someone’s been in here because blue tape, overspray, undercoating. But they didn’t muck up the little JIS screws on the breather and float covers so I can’t be too mad.

Question: how do I remove this skid plate? I see no fasteners or spot welds.

Unless the PO did something weird there is nothing that holds them together. Maybe they're just stuck from being painted and slapped together.
 
Ugh… yeah okay PO guaranteed to have done something weird. This is how they did body repairs so I’ve gotta assume it’s attached with liquid nails.

Minimal clear caulk. There’s a suspicious ‘patch’ fortunately I have another tank in the basement from a 1979 that might not be patched.
